Mission:

The project consisted of guiding the development of the province of Espinar towards a sustainable, inclusive, and post-mining model, building a shared vision among public, private, and social actors. To this end, the project sought to generate rigorous information, promote territorial coordination, and strengthen evidence-based decision-making so that local investments and efforts would be aligned with the territory’s real potential.

The mission also consisted of translating the territory’s capacities, opportunities, and needs into a strategic agenda for 2035, articulating diagnosis, sectorization, prioritization, and a portfolio of viable projects. This made it possible to establish a consensus-based roadmap that would facilitate inter-institutional cooperation, the efficient use of resources such as royalties and the Framework Agreement, and the orderly implementation of initiatives that promote competitiveness and the well-being of the population of Espinar.

Results:

  • Territorial diagnosis 1995–2025: Comprehensive analysis of the economic, social, and institutional transformations of Espinar, identifying gaps and conditions that affect its competitiveness; served as the baseline for the study.
  • Development strategy and promising sectors: Strategic proposal for 2035 that prioritized sectors and areas of investment through multi-criteria analysis and participatory validation.
  • Prioritized portfolio of programs and projects: Set of strategic initiatives with technical or conceptual specifications, aimed at guiding public and private investments consistent with the development vision.
  • Final report and executive presentation: Document that integrated the diagnosis, strategy, and portfolio into a territorial roadmap, accompanied by a version for institutional dissemination.
  • Presentation and validation in Espinar: Multi-stakeholder workshop to socialize the results, gather feedback, and legitimize the Competitive Territorial Development Agenda to 2035.
