Social and Cultural Risk Assessment and Guidelines for the Mitigation and Community Relations Strategy for the Tikva Fiber Optic Project (2,211 km) in Indigenous and Afro-Mexican Populations in Eight States of Mexico

Mission:
Provide C3ntro Telecom with a comprehensive assessment of social and cultural risks linked to the Tikva Project and its PESMA interconnection, focusing on Indigenous and Afro-Mexican communities. The scope covers 2,377 km plus the 308 km PESMA route and 31-line amplifiers. Our mission is to ensure IFC and Proparco compliance by updating vulnerability mapping and the risk matrix, delivering practical tools to mitigate impacts and support effective FPIC processes.
C3ntro Telecom and its lender, Proparco, required a structured, standards-aligned assessment to better understand social and cultural risks associated with the expansion of the Tikva and PESMA fiber optic projects.
Results:
The assignment consisted of carrying out the following tasks:
- INSUCO led the assignment as the technical consultant, working in coordination with C3ntro Telecom and Proparco. The team combined expertise in social risk analysis, Indigenous Peoples standards, territorial governance, and geospatial analysis.
- The work has been structured in four phases: (1) inception and document review, including analysis of internal studies and official databases; (2) vulnerability mapping and georeferenced analysis of municipalities and localities along the corridor; (3) risk identification, categorization, and development of a detailed risk matrix with mitigation measures and assigned responsibilities; and (4) preparation of a consolidated final report and presentation workshop, followed by a comment and validation process.
Insuco delivered the following outputs:
- Deliverables include a vulnerability mapping chapter with heat maps, a social and cultural risk matrix, and a final report integrating findings and recommendations for community engagement and Free, Prior and Informed Consent (FPIC) processes where applicable.
The potential impact of our work is strategic: strengthening the client’s compliance with international standards, reducing reputational and operational risks, and providing a clear roadmap for culturally appropriate engagement. Ultimately, this contributes to smoother project implementation, improved relationships with communities, and more sustainable infrastructure development.
