Diagnostic study on informality in Cambodia’s agri-food sector, with a focus on Cassava

Mission:
Insuco was tasked with conducting a diagnostic study on informality in Cambodia’s agri-food sector, with a focus on Cassava. The International Labour Organization (ILO) has advocated for several years for a transition towards formalized employment, which brings the added benefit of contributing to a more thriving business environment, increasing transparency, productivity, and competitiveness, while respecting workers’ rights. Among other initiatives, the ILO is implementing the “Advancing Social Protection in Cambodia” project, which aims to increase the horizontal coverage of social security schemes and to support the Royal Government of Cambodia in modernizing the social protection system. Therefore, the ILO is commissioning this study to provide as much information as possible to national actors regarding the situation of informal workers and economic units in one selected agri-food sub-sector: Cassava. The goal is to develop concrete recommendations to initiate the process of formalization.
Results:
The following deliverables have been submitted to the client:
- An inception report, including a literature review, a conceptual and methodological framework
- A diagnostic report presenting the findings of the data collection from stakeholders, the main drivers of informality in Cambodia’s Cassava sub-sector and highlighting key recommendations on how to facilitate the transition to formality.
