Recent and ongoing projects
Audit of the expropriation procedures carried out within the framework of the rehabilitation project of the State University of Haiti Hospital (HUEH) in accordance with the World Bank Environmental and Social Standards (ESS) and the policies of the French Development Agency (AFD) Group.

Mission:
The French Development Agency (AFD) provided a total contribution of €35.9 million for the rehabilitation project of the State University of Haiti Hospital (HUEH), which was more than 50% destroyed following the earthquake in January 2010. Under the financing agreement with AFD, the Republic of Haiti committed to meeting environmental and social performance objectives.
The Technical Implementation Unit (TIU) of the Ministry of Economy and Finance (MEF), the delegated project owner, commissioned Insuco Haiti to conduct an audit of the project’s expropriation procedures, specifically to:

Clarify the current status of the expropriation process carried out by the Haitian authorities;

Analyse the compliance of this process with: (i) national legislation, and (ii) the World Bank Environmental and Social Standards (ESS);

Where non-compliances are identified, define the actions required to rectify them.
Results:
Insuco carried out the following activities:
