El municipio de Balbala alberga diez (10) de los trece (13) barrios objetivos del Programa Cero Barrios de Chabolas (PZB), incluido el barrio de Layableh-Moustiquaire y una secci\u00f3n de Warableh II.<\/div>\n<div>\u00a0<\/div>\n<div>Este estudio forma parte de la Estrategia del Programa Cero Barrios de Chabolas, cuyo plan de acci\u00f3n se elabor\u00f3 en 2018. Se complet\u00f3 un estudio de reestructuraci\u00f3n y alineaci\u00f3n en diciembre de 2020 para el barrio de Layableh-Moustiquaire, bajo la supervisi\u00f3n de la Agencia Djiboutiana de Desarrollo Social (ADDS) y financiado por la Agencia Francesa de Desarrollo (AFD). Este estudio permiti\u00f3 disponer de un plan de reestructuraci\u00f3n y alineaci\u00f3n (sin un censo exhaustivo de los hogares) y un plan detallado de inversiones prioritarias. Posteriormente, se llevaron a cabo estudios t\u00e9cnicos (dise\u00f1o preliminar, dise\u00f1o detallado y documentos de licitaci\u00f3n) y se identificaron inversiones prioritarias.<\/div>\n<div>\u00a0<\/div>\n<div>Con el fin de preparar la reestructuraci\u00f3n de toda el \u00e1rea informal de 168 hect\u00e1reas, que incluye Layableh-Moustiquaire y Warableh, es necesario desarrollar estudios urbanos para Warableh II (53 hect\u00e1reas), completar los estudios urbanos del barrio de Layableh-Moustiquaire (incluyendo un censo exhaustivo de los hogares) y realizar estudios t\u00e9cnicos (dise\u00f1o preliminar, dise\u00f1o detallado y documentos de licitaci\u00f3n) para los trabajos de reestructuraci\u00f3n de toda el \u00e1rea de 168 hect\u00e1reas, excluyendo las inversiones para las cuales ya se han realizado estudios t\u00e9cnicos en Layableh-Moustiquaire.<\/div>\n<div>\u00a0<\/div>\n<div>En este contexto, Insuco fue encargado de llevar a cabo encuestas a los hogares con el objetivo de documentar los aspectos socio-culturales y econ\u00f3micos de los hogares afectados, as\u00ed como su acceso a los servicios urbanos y las instalaciones locales. La encuesta social base consisti\u00f3 en crear una \u00abfotograf\u00eda\u00bb de las caracter\u00edsticas socioecon\u00f3micas de la zona de estudio, sobre la cual se pueden medir los impactos.<\/div>\n<div>\u00a0<\/div>\n<div>Insuco tambi\u00e9n realiz\u00f3 la Evaluaci\u00f3n de Impacto Ambiental y Social (EIAS) del barrio de Warableh II como parte de la documentaci\u00f3n de
