The chosen location of the complex is in a predominantly agricultural area on the outskirts of the city, close to several rural villages and with minimal urban infrastructure at present. The site will cover an area of 251 hectares, and including the integrated transport solutions the complex will include facilities for train storage, maintenance and repair, and manufacturing. This assignment will provide an update and expansion of the 2014 masterplan developed by the Japan International Cooperation Agency (JICA).
