Renovating roads requires compensation for Project Affected Persons (PAPs) in the form of expropriations (on title, for affected land and buildings) and compensation for loss of trees, crops and economic activities. In Haiti, expropriations are handled by the Comit\u00e9 Permanent d’Acquisition Amiable (CPA), which reports to the Minist\u00e8re de l’Economie et des Finances (MEF), and compensations that fall within the scope of the IDB’s social performance policies and standards (OP-710) are handled by the Unit\u00e9 Centrale d’Ex\u00e9cution (UCE), which reports to the MTPTC.\u00a0<\/span><\/p>\n

Mission:<\/strong><\/p>\n

To help improve these processes and ensure compliance with social performance standards, Insuco was asked to draw up RAPs for the RD-501 between Port de Paix and Anse-\u00e0-F\u00f4leur, representing 26.4 kilometers and 938 PAPs, and for the T2D section of Route Nationale 1, representing 1.7 kilometers and 200 PAPs. The mandate also provided capacity-building training for the UCE on RAP implementation activities.<\/span><\/p>\n
