Apr\u00e8s \u00eatre intervenu en situation d\u2019urgence suite au cyclone Matthew qui a frapp\u00e9 le grand Sud d\u2019Ha\u00efti dans la nuit du 3 au 4 octobre 2016, la Croix Rouge Canadienne a mis en place, de juin 2017 \u00e0 d\u00e9cembre 2018, un projet de rel\u00e8vement avec un important volet de renforcement des services de sant\u00e9. Conform\u00e9ment \u00e0 la strat\u00e9gie du Mouvement de la Croix Rouge, l\u2019ensemble des activit\u00e9s a \u00e9t\u00e9 men\u00e9 en partenariat avec la Croix Rouge Ha\u00eftienne dans une logique de renforcement. Insuco a \u00e9t\u00e9 sollicit\u00e9 pour r\u00e9aliser l\u2019\u00e9valuation finale de ce projet de rel\u00e8vement.<\/p>\n

Apr\u00e8s avoir rencontr\u00e9 l\u2019\u00e9quipe du projet et la direction de la Croix Rouge Canadienne, la documentation du projet a \u00e9t\u00e9 analys\u00e9e et une mission d\u2019\u00e9valuation sur le terrain a \u00e9t\u00e9 men\u00e9e afin de r\u00e9pondre aux questions \u00e9valuatives, en mobilisant largement les parties prenantes. Ces questions \u00e9valuatives, en plus d\u2019int\u00e9grer les principaux crit\u00e8res d\u2019\u00e9valuation de l\u2019OCDE, s\u2019int\u00e9ressaient par exemple \u00e0 la qualit\u00e9 de la transition entre les phases d\u2019urgence et de rel\u00e8vement, et aux effets du projet en termes de renforcement du r\u00e9seau local de la Croix Rouge.<\/p>\n
